Cascadia High-Speed Rail Business Case Analysis
This July 2019 business case from WSDOT and partners evaluates an ultra high speed corridor linking Vancouver, Seattle, and Portland, outlining sub-hour trips between each city pair, 21 to 30 daily round trips, and projected mode shift of 12 to 20 percent. Opening ridership is estimated at 1.7 to 3.1 million annually with $160 to $250 million in revenue, capital costs of $24 to $42 billion, potential capacity up to 32,000 people per hour, and a reduction of about 6 million metric tons of CO₂ over the first 40 years.
