This report to the Washington State Legislature summarizes work from July 2022 to June 2023 to advance an ultra high speed corridor linking Portland, Seattle, and Vancouver, B.C. It documents a tri-jurisdiction partnership with Oregon and British Columbia, progress across four workstreams: funding, governance, engagement, and scenario planning. It includes a recommendation to establish a coordinating entity for the next phase. The team submitted two FRA grant applications totaling $198.1 million, supported by Washington State matching funds, to launch comprehensive planning that centers equity, integrates with I-5 and regional multimodal efforts, and evaluates concepts that could deliver about one hour travel times between each pair of metro areas.
